Abstract
The $\nu_{2}$ (N-O stretch) fundamental bands of trans- and $cis-HNO_{2}$ have been studied by the technique of intracavity CO laser Stark spectroscopy. Excited state rotational constants have been determined, and the $\nu_{2}$ band origins have been found to be $1699.760 cm^{-1}$ for the trans isomer and $1640.517 cm^{-1}$ for the cis isomer. The dipole moments for the ground and excited ($v_{2}=1$) vibrational states were found to be $\mu_{a}{^{\prime\prime}} = 1.3829(72), \mu b^{\prime\prime} = 1.3468(170)$ and $\mu a^{\prime} = 1.4436(59), \mu_{b}{^{\prime}} = 1.1607(99)$ for the trans isomer and $\mu_{a}{^{\prime}} = 0.3071(39), \mu_{b}{^{\prime}} = 1.3943(60)$ and $\mu_{a}{^{\prime}} = 0.3472(35), \mu_{b}{^{\prime}} = 1.3989(44)$ for the cis isomer.
